Hudson County
Union City Mold Removal for High Ground That Still Gets Damp
Send a photo and the street and we will tell you where the water is getting in, which in Union City is almost never from outside. The city's own annex of the county hazard mitigation plan records zero flood insurance policies, zero claims and zero dollars ever paid, and names the real vulnerability as the combined sewer system and the age of the buildings and basements.

Tell us the street or the neighborhood, what you can see or smell, and whether the water came up through the floor or in through a wall. In this city those two answers point at different trades, different costs and often a different person who should be paying.

No flood story here, so what is actually wetting the wall
Four Union City households in five are tenants, the highest share of the towns covered here, and 75.2 percent of units sit in buildings of three or more, so the first step is almost never a contractor. It is a dated written notice to the landlord describing the water. The Department of Health says plainly that renters have difficulty getting mold corrected and that government offices have little authority to cite an owner over mold itself, and it tells renters to go to the local building code office about unrepaired building leaks and plumbing, which is the thing a code office can act on. Buildings of three or more units are also registered with the Department of Community Affairs and inspected on a cycle by its Bureau of Housing Inspection, which is a second door into the same problem. New Jersey courts imply a warranty of habitability into every residential lease as well, and under Marini v. Ireland a tenant who has given notice and a reasonable chance to repair may arrange the work and deduct the reasonable cost from rent. On the building side the stock is old for a town with no flood record at all: a median year built of 1961 with 31.8 percent predating 1939, and the ground at Bergenline Avenue measuring 173.6 feet. High ground is also moving ground. The Palisades are the most active landslide area in New Jersey and the rockfalls come after winter freeze and thaw, so retaining walls and foundation joints are worth a look in spring, before the summer air gets to work on anything that opened up.

High and dry outside, wet inside
Describe the wall, the room and the time of year it shows up. On this ridge the answer is condensation, plumbing or groundwater, and those are three different repairs at three different prices.

Water Damage Drying in Union City →Zero claims, zero policies: what the Union City record rules out

Union City's own annex states that the community's high elevation provides a natural advantage reducing overall flood risk, but that the combined sewer system and the presence of older buildings and basements pose significant vulnerabilities. A USGS elevation query on Bergenline Avenue returns 173.6 feet.

The Hudson County hazard mitigation plan, citing the New Jersey Geological Survey, states that the Palisades are the most active area for landslides in New Jersey, that the cliffs run from Jersey City northward along the western margin of the Hudson River, and that large rockfalls and rockslides there are most common in winter and spring after freeze and thaw.

The Department of Health tells renters directly that they often have difficulty getting mold corrected, that because of the lack of regulations government offices have little authority to cite building owners over mold contamination, and that renters should instead contact their local building code office about unrepaired building leaks, since code offices can only address structural deficiencies such as water leaks and plumbing.

New Jersey's Hotel and Multiple Dwelling Law covers buildings of three or more units, which must be registered with the Department of Community Affairs and are inspected by its Bureau of Housing Inspection on a cycle. Buildings of one and two units fall outside that state inspection system.

New Jersey courts imply a warranty of habitability into every residential lease, and under Marini v. Ireland a tenant may, after giving the landlord notice and a reasonable opportunity to repair, arrange the repair and deduct the reasonable cost from rent. The Department of Community Affairs sets this out in its own tenant publication.

The Department of Health guidance booklet for residents states that if a visual inspection reveals the presence of mold, additional testing is not necessary, and that resources would be better used correcting the moisture problem and cleaning up the contamination.
